#1107 Rewrite Apache native 'tpsclient' tool as a Tomcat java-based tool

Currently, the native 'tpsclient' tool requires the existence of the legacy Apache-based 'libtps.so'.

Rewrite the tool to remove this requirement and make it dependent upon 'pki-tps.jar' instead, replace '/usr/bin/tpsclient' with it in the new Tomcat java-based 'pki-tps' package and delete 'libtokendb.so' and 'libtps.so' as they will no longer be required.

Proposed milestone: 10.3


Per CS/DS meeting of 08/18/2014, moving ticket to 10.3.

As a consequence of this ticket, the 'pki-tps' package can be reverted back to a 'noarch' package.
