the policy attribute of the tokendb token record seems to be missing. It is used for making some policy decisions. It could contain policies such as "RE_ENROLL=YES", "RENEW=YES", or "FORCE_FORMAT=YES".
There may be other missing fields too.
Fixed in pki-edewata-0517-Fixed-missing-TPS-token-attributes.patch.
