When the new TPS is officially released the package should be renamed from pki-tps-tomcat into just pki-tps. The old pki-tps package should be dropped or renamed to pki-tps-legacy.

We should just drop the old TPS package, as we don't want to support two separate implementations.
This package is dependent upon changes made to the re-packaging of the tpsclient tool (a part of the larger TPS rewrite effort).
Additionally, as a part of this effort, the recent 'pki-tps-client' package should be merged into the new 'pki-tps' package inside of 'pki-core' such that no new SRPMS are required.
Integrated 'tpsclient' back into primary TPS package.
