#59 Package is owner is not able to change monitoring status for perl-Module-CoreList package

I encountered many issues with switching perl-Module-CoreList monitoring state to "nobuild". The current behavior is I the package owner am denied changing the status:

$ pkgdb-cli monitoring perl-Module-CoreList nobuild
FAS password for user ppisar:
You are not allowed to update the monitor flag on this package
}}}

The web page does not provide any feed back. It simply does not do anything.

Ok so it requires that you have approveacls or commit on the package, while you are still the PoC, for some reasons you no longer have commits. Is that expected?
