Start getting hackfests onto the wiki and planned out as much as possible; each hackfest should have a blog post by 2009-10-05. Each hackfest should have a leader, a clear end-goal, and a series of open roles that need to be filled, so we can start recruiting participants.
Just thinking out loud: Is it unrealistic (or limiting) to try to nail down the hackfest list two months in advance, especially with developers so clearly focused on F12 right now?

Chris: I think it is unrealistic and limiting to expect all the hackfests to be nailed down two months in advance, but the closer we can get to that, the better - so I'm going to try, on the basis of the "shoot for the moon, land among the stars" philosophy.
