Have they done anything of bannable offence in #fedora ?
http://fedoraproject.org/wiki/IRC_operators_code_of_conduct "Activities that take place outside the fedora channels, (ie, private messages, activity in non fedora channels, real life interaction, mailing lists, forums, etc) should be considered separate from operator responsibilities. Judge user action based on their channel activity only."
As stated in the meeting, we will not make changes (ban users) from channels we manage for things that happen in channels we do not manage. For more information, please review the Fedora IRC Operator code of conduct and speak with the non-managed channel's operator in question.

I see arbitrary the choice of ban him/her/it while there hasn't been any wrong in our channel, yet, I would keep an eye and ask to leave the ticket open in case people see a misbehave that I cannot record by myself due the blackouts I'm facing in my country (4h blackouts every day); so we can record why we made the choice of ban/kick/etc (if the moment comes).
The only input we had was prior a meeting, and that was handled without arguing, ban or kick. So for the moment, I would put-on-hold the choice to make a more drastic action.
They were trolling in the last meeting: https://meetbot.fedoraproject.org/teams/fedora_diversity_meeting/fedora_diversity_meeting.2016-03-30-13.16.log.html
