Actually, it was answered:

Your log was cut short, but two more people also provided the same information. It was exactly what the user was looking for.

And finally to find out that it is not for the user himself, but another uninvolved person not even running linux of any kind.

Unfortunately, this is not the first time this user has done this.

I don't see any thing wrong with the answer here. The user really did need to check "man tail".

I don't understand what prompted this, though: "you clearly have issues with engrish. go to #fedora-india". Was he speaking in a regional language? No. Did he say anything specific to India? No. Did he speak English wrong, even? No.

It find it offensive; it was uncalled for. I am Indian, but one doesn't need to be Indian to see that it was wrong. The user here was clearly very new to Linux and didn't understand what "man tail" meant. He probably did not know what "man" was either. He could've been directed to #bash, or a lmgtfy link when he didn't understand the given answers

I'd request folks to avoid such comments. It is downright rude.

We discussed this ticket at our meeting 2013-04-04 18:00UTC. The consensus was to thank you for the feedback and all helpers, ops and users should try and avoid engrish like comments.
