#111 Improve handling of unregistered users

Proposal for handling unregistered users on IRC - By default, most IRC clients can be told to autoconnect and issue identify messages to NickServ.
Unfortunately the ident message isn't sent quick enough resulting in being dumped into #fedora-unrgistered.

A workaround exists that the user can "{{{ /set irc_join_delay 10 }}} in xchat to delay joining 10 seconds" but this is a kludge and forces each user to configure the setting which seems to be contrary the fedora idea of fixing the bugs at the layer they occur rather than issuing workarounds.

I propose two possible solutions but they're not exhaustive - I'm not an IRC expert, just a user.

  1. Set users to -v such that they have no voice in the main channel until identified?.
  2. Get #fedora-unregistered to kick back to #fedora when a user has been identified.

We have addressed this in the past and have always agreed that using the channel mode redirecting to #fedora-unregistered is the best option. Not sure what discussing it again will gain.

I do not believe either of the suggestions are possible.

Discussed this again, agreed it is "wontfix". As noted above we have discussed this several times in the past and the current SOP is the best answer given all the options available to us.
