the object returned by ipa_target_section does nothing in 'reset' right now. The logic in the population section (some from load and some from create) needs to be moved into reset.

Most of this was fixed, but a new side effect was discovered with the "Dirty" patch, and that is that fields show as dirty even if they have been reset. Leaving this open to cover it.
