Per comment https://github.com/freeipa/freeipa/pull/245#discussion_r91963225

I would really like if we stopped putting subject base in sysupgrade and update
DSInstance.find_subject_base(), which is the only user of it, to always read
subject base from LDAP.

Should happen ideally in 4.6.
