A command to add new ranges in case we are running off ranges.
It should select a new 200k random range (or get one from the user base don options), check it doesn't conflict with ranges currently in use by all the replicas (easy ldap query on the shared DNA objects) and then add the range to the server it is talking to.
This will make it available to be split again among those replicas that are low on ranges.

This is not urgent.
