#5815 Integrate NTP service into server roles

Currently NTP service is configured during server install (or not) and then forgotten.

There is no object in LDAP representing the NTP service.

We need to represent the NTP service in LDAP so it can be integrated it into server roles so IPA locations (#2008) can work with it.

Clarification:
We do not need NTP running on the IPA server. The thing is that when we have NTP server instaled, we need to make a note about that somewhere so DNS SRV records can be generated for it.

I.e. this is not making the NTP mandatory, just properly integrated.

From now on this ticket covers only installation.
