#5369 [UI] Stageuser capabilities - "Activate" option not available for a staged user in detailed info

In UI, when staged users are listed, there is an "Activate" button available to use on selected users. However, if detailed info of some user is opened, the "Activate" option is not available under "Actions" menu.
