Most of the rules need sn "All" option just like HBAC rule have.
The Rules need "run as" which is is two tables, one for UID, one for GID.
Users, Groups, and hosts needs "external"

The UI code has been committed in this revision: master: db82295
Currently item #5 and #6 in ticket #570 are not been implemented yet. So the UI needs to be tested again once ticket #570 is fixed.
Still needs review and testing.
