#4982 [webui] Add pwpolicy link to group details page if group has associated pwpolicy

Add "Password policy" field into a group details page (settings tab).

If there is a pwpolicy for the group (pwpolicy-show groupname returns entry) this field should contain a link to the pwpolicy details page otherwise it would remain empty.
