#4954 YubiKey support doesn't work on newer YubiKeys

This is just a tracker bug for the upstream: https://github.com/Yubico/python-yubico/issues/17

When fixed, we'll need to update the python-yubico package and hopefully get everything for free in FreeIPA.

It would be good to have a spec file updated to require the new python-yubikey.
