#4900 Replace "failed to configure ca instance" error with something more helpful

It is (too) common for the CA installation step to fail, and it fails with a very unhelpful error message like:

CRITICAL failed to configure ca instance Command ”/usr/sbin/pkispawn' '-s' 'CA' '-f' '/tmp/tmpU3MuGd” returned non-zero exit status 1

The displayed error should be more terse, "The CA installation failed" and then point the users to the places where they will find actual help: IPA server install log, CA debug log for starters.
