#4660 Port 8443 check breaks external CA install

The check introduced with #4564 breaks external CA install. The problem is that the check is done even in step 2 of external CA install, where Dogtag is already running.

This 4.0.4 development regression - we need to fix before 4.0.4 release.

ipa-4-0:

  • 3cb982b Do not check if port 8443 is available in step 2 of external CA install

ipa-4-1:

  • e22cf5b Do not check if port 8443 is available in step 2 of external CA install

master:

  • 50e6633 Do not check if port 8443 is available in step 2 of external CA install
