Follow Fedora Packaging guidelines (https://fedoraproject.org/wiki/Packaging:Tmpfiles.d) and store ipa.conf tmpfiles configuration in the right location. Also do not mark it as (config), as per https://bugzilla.redhat.com/show_bug.cgi?id=996716#c8.
