#3680 ipa-otpd.socket isn't enabled by default

Ticket was cloned from Red Hat Bugzilla (product Fedora): Bug 969519

This means that manual effort is required to achieve the zeroconf state.

Enabling this by default apparently requires FESCo approval:

Relevant information from linked Bugzilla:

On dev call we decided that this should not be enabled by default, but managed
by the IPA installer.

The existing systemd platform code can be used to enable/disable this service
when IPA is installed/uninstalled.

On upgrade the service will need to be activated, see
install/tools/ipa-upgradeconfig.

An LDAP service entry will need to be created for OTPD. There is a way to map
the LDAP name to a systemd service name. The systemd start/stop functions will
need to ignore services that end with .socket.
