Add option 'ipa_server_mode=True' to sssd.conf during upgrades and new installs on IPA server.
This is needed so that SSSD will be able to distinguish its operation modes -- when it runs on IPA server it works as a back end for some of IPA LDAP plugins, while when it runs on a client it forwards requests to IPA LDAP server (which then asked from SSSD on the IPA master).
This ticket requires first that SSSD adds support for 'ipa_server_mode' option.
