When local range is depleted, ipa idrange-add cli should be capable of adding a new random 200k range (or a range chosen manually) after making sure there are no conflicts with existing ranges in the setup and to also modify DNA plugin accordingly, to make that range usable for new local users and groups.
I think when dom-sid/dom-name options is not used, it should be considered as a local range where DNA plugin would be modified.
