A failure to update indexes properly may lead to serious issues (like #3253).

If index task fails for some reason, a patch accepted in #2866 would not let LDAP upgrade procedure fire another index task (this is OK). But we should create an upgrade plugin which would double check that for every defined index, at least one index task was run (and was successful). This should make the upgrade procedure safer.
