#3159 ipa-upgradeconfig fails when upgrading a 2.2 replica without a CA to 3.0

This is a regression caused by the recent CRL publishing directory move.

The code doesn't check whether there's a CA installed before doing the CRL directory migration. If there's no CA, it doesn't find the directory and crashes.
