The client needs to change config settings during an upgrade, too, sometimes. See ticket #3132 for example.
It might be handy to either reuse ipa-client-install with an --upgrade option or write a new script.

I will take this ticket - I will make a basics of this script in a scope of #3218.
Bumping priority as the number of updates we need to do for clients is increasing and we are now forced to do them directly in a spec file.
