How reproducible:
Always

Steps to Reproduce:
1. Install ipa-server
2. Create repliica package
3. Install ipa-replica
4. On master: ipa-replica-manage del $REPLICA
5. On master: ipa-replica-manage list (confirms agreement is no more)
6. On replica: ipa user-add

Actual results:
user-add fails

This is not a bug, wehn you del a replica you are supposed to immediately nuke it afterwards by running ipa-server-uninstall on the replica or by killing the OS entirely.
