This issue was found during development for #2676.

When paging for Password policy is enabled (and UI thus at first asks server for all password policy records with --pkey-only option and then runs batch query to retrieve password policy data on the page), their order is not consistent with the one provided by server. Password policies should be ordered by COS Priority, not name.
