#2675 Using certain characters in passwords causes malformed XML error

Description of problem:
Using the character '<' in a password causes CA setup (3/17) to fail with
malformed XML error.

Version-Release number of selected component (if applicable):
2.1.90-rc1

How reproducible:
Always


Steps to Reproduce:
1. Set directory manager password to have a '<' in it.
2. View error

Actual results:
Unhandled error and setup is aborted

Expected results:
Setup completes.

This is related to #1636. Until these characters are properly processed in pkisilent, we need to expand the list of invalid characters introduced in the patch for #1636.
