This can be done (and mostly has already been done) before fixing bug #2454 as for now.
DebianAuthConfig (subclass of base.AuthConfig) should use pam-auth-update for configuring PAM, and ignore calls that would change nsswitch.conf - Debian doesn't provide a scriptable mechanism for changing nsswitch.conf, it's still being discussed. Most packages add entries to nsswitch.conf on installation (like for example libnss-sss)

nsswitch.conf is updated by pam-auth-update during package postinst on Debian, so there's no reason to implement authconfig as-is.
