#2437 RFE: add in UI of "create password policy" measurement unit examples

In the "create password policy" web interface I have to insert a lot of field each one having a different semantic for the value.

For example:

Lockout duration --> seconds
History size --> number of password

etc...

It would be useful to have a brief explanation on the value requested in the form, next to the form itself.
