#2343 S4U2Proxy ipaAllowedTarget ACIs not enforced properly

Currently bootstrap-template.ldif points the authorized delegation targets to cn=ipa-ldap-delegation-targets,cn=etc,$SUFFIX. This entry doesn't exist, it is really dn: cn=ipa-ldap-delegation-targets,cn=s4u2proxy,cn=etc,$SUFFIX but authentication still works.
