Implement API for new DNS global options implemented in bind-dyndb-ldap upstream ticket https://www.fedorahosted.org/bind-dyndb-ldap/ticket/43. Relevant global options should follow schema update in ticket #2215.

The API should follow the same concept as config-show or config-mod commands. A proposed commands are dnsconfig-show and dnsconfig-mod.

dnsconfig mod has been added + support for global forwarders settings was added:

Ticket #2439 should implement the API for the remaining supported global options.
