#1996 RFE: Make deactivated items visible as deactivated

Description of problem:
This is a request to make deactivated user accounts/sudo rules/hbac rules
visible and easy identifiable from the list they are in. For examply by an
icon, or in a change in font color.

This will make it a lot easier to get an overview of disabled user accounts,
and troubleshoot sudo and hbac rules, without having to enter every user and
every rule.

The list page for HBAC and sudo rules already has an 'Enabled' column. For users we can add an 'Account Status' column (to match the label used in user details page).

We can also use an icon or change the font color, but UXD will need to supply the image or the color/style to use.

I think all of the above suggestions would help contribute to clarifying the deactivated object. Including the icon helps make the list quickly scan-able without being distracting. Greying the text also helps make the deactivated objects stand out.
