In Sudo Rule page internal/external users in Whom section are all listed in same list. User can't visually distinguish which is which. CLI output are two separated lists.
Also in the list is a link to navigate to external user's details page. This throws an error because they don't have any.
Expected output: Visually distinguish internal/external users. Don't show navigation link for external users.
Same for groups and runas users, groups (#1987).
As discussed, we can add a column to indicate that it's an internal/external users and also unlink the external users.
