It should be possible to configure IPA server to sync time from external NTP servers while still providing NTP server functionality for IPA clients.
For example, running ipa-server-install ... --external-ntp=ntp1.example.com,ntp2.example.com would configure the "server"/"fudge" directives appropriately in /etc/ntp.conf.
Changing 3.2 priority
