Might I suggest the following command

ipa json <filename>

Where the file pointed to has the format of the JSON rpc? This works already via CURL, so the amount of code would be trivial, really just the file reading on the client side.

The batch API command basically supplies this capability. It just isn't all that user-friendly, requiring a curl command to provide the changes or writing a standalone script to construct the batch command and submit it.

Going to mark this as wontfix since it is not likely we will make batch public to the ipa command-line since validation and output would be problematic at best.
