#1853 [TRACKING] warning seen when starting server

A ipactl start, display a warning, which is benign, and fixed in Apache 2.2.3. But this message can be misleading to a user, and should be suppressed.

To reproduce just run ipactl restart

Filed bug against RHEL httpd to backport patch

Upstream bug has been closed as WONTFIX.

BZ 787247 fixes this in httpd-2.2.15-17.el6
