We want to always resolve TGS requests even if the user mistakenly sends a request for a service ticket where the fqdn part contain upper case letters.
Moved to November to allow Simo to work on the CLDAP 389ds plugin.
Simo was busy with GDDAPI proxy work, moving to December.
Patch posted for review.
