#1487 IP address format cleanup

IP addresses in IPA are internally represented as an inconsistent combination of strings and related global functions in some places and python-netaddr IPAddress objects in other places. It's even not unusual to parse and unparse an IP address several times before it reaches its destination.

We should use a python-netaddr IPAddress-based objects instead and use the textual representation only for input and output.


Falls into the one of the 3.0 themes.
