#1390 Add information on api.env.host to ipactl man page

The IPA server hostname is configurable by setting host in /etc/ipa/default.conf. This value must be fully-qualified for ipactl to function properly (it also needs to match the entries that ipactl uses).

This should be included in the ipactl man page.
