Make default behavior to enforce UID/GID uniqueness but add --force option to override.

This was converted into a documentation bug and resolved. From the BZ:
The basic situation is that the DNA Plug-in makes sure that all server assigned UID/GID numbers are unique, because it assigns a discrete range to each server or replica and then numbers are assigned sequentially. So, there's no overlap and no duplication. However, the DNA Plug-in doesn't enforce numbers that are manually assigned, so the duplicate situation can occur.
Basically we do the right thing by default. Doing things manually is dangerous and should be done carefully.
