#1021 winsync plugin fails to handel activation/inactivation of users

Since we recently removed the Class of Service (in)activation groups, the ipa_winsync plugin fails to initialize as it can't find them.
Make use of (in)activation groups optional (just in case we change mind later and decide to reintroduce them).
