#1002 ipa-replica-install doesn't check to see if client is already installed

ipa-replica-install should ensure that the machine is not already configured as an IPA client. The installation will fail if it is.

Patch for this bug is ready. However, it still needs to be decided if we want to include this in IPA v2 GA release - leaving in triage.
