#585 Blanket reauth. of bootstrapping exceptions (Free Pascal Compiler, atm.)

The fpc package (Free Pascal Compiler) compiles itself, so needs bootstrapping. Version 2.6.4 is included in Fedora for ARM, but it is an 'unofficial' patched version. This version is unable to compile fpc 3.0.0 on ARM.

The solution is to bootstrap it again from a pre-compiled binary witch is included into the src-rpm. For this I need an exception, I think. (But I'm not sure as it has been done before)

The binary has been cross-compiled on an x86_64 machine. The srpm I want to use for the first step can be found here: ​https://joost.fedorapeople.org/fpc-3.0.0-1.fc24.src.rpm


I think that in general we should simply grant blanket bootstrapping exceptions; if a package needs it once, there's a good chance it will need it again and there's no reason to delay updates to such packages for another trip through the committee.

Since we're not meeting again until Jan 7, I think we should just wait a couple of days to see if anyone on the committee objects and then just let joost proceed.
