At last week's FPC meeting we started an official vote to recommend to releng that SCL packages be placed in separate packages rather than separate branches. This was prompted by dgilmore's statement that he'd like to do what FPC recommends on that issue. https://fedorahosted.org/rel-eng/ticket/5894#comment:4

I'm also going to abstain here and vote 0. I don't disagree with either methodology, nor do I have any preference.

Recommend to releng to use separate git repos PASSED: (+1:5, 0:3, -1:0) SmootherFrOgZ did not vote.
