Please reserve a uid/gid for the 'ironic' user and group, as per the other OpenStack daemons reserved. 167 would be fine since it's right after 166 (ceilometer)[1]

Why does ironic need a static uid? Please read: http://fedoraproject.org/wiki/Packaging:UsersAndGroups#Allocation_Strategies for information on dynamic allocation and soft static allocation and see if dynamic allocation would work for you instead.
