The intention is to clarify the spirit of the conflicts guidelines as written by Toshio Kuratomi in https://lists.fedoraproject.org/pipermail/packaging/2013-July/009346.html
At today's meeting, we lacked quorum so we'll need additional votes in ticket. So far, we have:
