#163 Updated MinGW packaging guidelines (based on mingw-w64)

Hi FPC,

Last year we (the Fedora MinGW SIG) proposed a new set of the MinGW Packaging Guidelines which make it possible to build RPMs for both the Win32 and Win64 targets (ticket #71). These packaging guidelines were approved but couldn't be made active yet due to pending legal approval on the use of the mingw-w64 toolchain.

Earlier this year we finally got the legal approval and we were able to continue our work by introducing the mingw-w64 toolchain in Fedora. All pieces belonging to the mingw-w64 toolchain and the new packaging infrastructure are available now in Fedora 17 and rawhide. Therefore we would like the FPC to review and approve our revised MinGW Packaging Guidelines and make them active starting with Fedora 17.
