#116 Consider adding a SHOULD for ipv6 support

Consider adding to the guidelines something like:

SHOULD: If an application supports both ipv4 and ipv6, that support should be enabled in the Fedora package.

These feels much more like a feature or policy, rather than a simple packaging guideline as proposed, but, given that we've already blurred the lines between policy/guidelines umpteen times already and that it's just a SHOULD... +1 I guess.

Revised wording approved:

"If an application contains native and stable support for both ipv4 and ipv6, and support for ipv6 does not negatively affect ipv4 then both must be enabled in the Fedora package."

A new section has been added to the Fedora Packaging Guidelines regarding Network Support. Specifically, if an application contains native and stable support for both IPv4 and IPv6, and support for IPv6 does not negatively affect IPv4 then both must be enabled in the Fedora package.
