Summary -- due to the way Windows loads dynamic libraries and the lack of a C RunTime (CRT) library in MinGW, we cannot recompile Windows applications so that they run reliably unless we control all of the libraries that the application would link to. We may want to grant an exception for pre-compiled binaries in this case.
This would be an additional exception under:
http://fedoraproject.org/wiki/Packaging/Guidelines#No_inclusion_of_pre-built_binaries_or_libraries
Prebuilt windows binaries are not permittted in Fedora. Windows binaries may only be included if they are built from source via koji. (+1:8, 0:1, -1:0)
